During the meeting, HALCIA President, Slema Messrati, presented the ongoing reforms initiated under President Abdelmadjid Tebboune's leadership. These efforts aim to bolster transparency, ensure robust governance, and combat corruption, aligning Algeria's legislative framework with international standards. Messrati highlighted the establishment of HALCIA itself as a key step in promoting integrity and preventing corruption.

The HALCIA president detailed the authority's functions and specializations, outlining key programs and projects. These include the National Strategy for Transparency, Prevention, and Fight against Corruption, the 'Nezaha' efficiency index, and regulatory frameworks for property declarations. The authority is also advancing digital transformation through the development of electronic platforms.

Furthermore, HALCIA is actively engaged in awareness campaigns, training initiatives, and providing support to ministerial sectors, public institutions, and civil society. Initial results indicate progress in embedding a culture of corruption prevention, enhancing compliance and transparency mechanisms, and improving institutional performance, all contributing to sound governance and better public services.

The IMF delegation engaged in discussions with HALCIA officials, gaining insights into Algeria's experience in developing its national anti-corruption system. The dialogue focused on oversight mechanisms, strengthening transparency, corruption prevention, and HALCIA's role in supporting institutional reforms aimed at reinforcing good governance and public sector efficiency.
