New “Single Window” System Aims to Transform Algerian Business Climate

President Tebboune's administration is implementing the "single window" initiative, a structural reform set to fundamentally enhance Algeria's investment climate and expand economic prospects. Slated for application in early 2027, the initiative is described by Professor Hakim Bouharb, an economic and financial expert at Blida University, as a crucial turning point for the national economy. It aims to accelerate the completion of economic projects and represents a radical departure from traditional management, establishing rational governance based on transparency and digitization to foster a new economic landscape.

At its core, the "single window" system is designed to significantly reduce bureaucracy by serving as the exclusive administrative point of contact for investors, thereby simplifying complex administrative procedures and stages. This streamlined approach will accelerate project implementation, allowing innovative ideas to be realized more efficiently and bolstering Algeria's industrial framework. Furthermore, the initiative addresses the challenge of industrial real estate, leveraging its digital nature and precise databases to ensure optimal allocation of land resources in shorter timelines, supporting both government objectives and economic actors' interests.

The widespread benefits of this reform extend to enhancing investment attractiveness, providing greater assurances for foreign investors, and strengthening Algeria's negotiating position to attract international companies and facilitate technology transfer. By reducing the costs associated with tax and legal compliance, the "single window" will also aid in integrating projects from the parallel sector into the formal economy, expanding the national economic base. Socially, the initiative aims to reduce unemployment rates and promote balanced regional development through the strategic geographical distribution of projects, optimizing the utilization of national potential.

Formalizing these efforts, Presidential Decree No. 26-326 in Official Gazette No. 72 designates the "single window," supervised by the Prime Minister, as the sole body responsible for all investor interactions, decision-making, and the issuance of contracts, accreditations, and licenses. This entity will provide comprehensive support from project registration to operation, guided by information systems that ensure full data access. Its extensive powers include establishing industrial zones, managing a comprehensive real estate portfolio, and maintaining an updated national production database, all contributing to economic diversification and sustainable growth founded on productive investment and value creation.
