Niger and Algeria Sign Audiovisual Regulation Accord

The Algerian Audiovisual Regulatory Authority (ARAV) and Niger's National Communication Observatory (ONC) have formalized a cooperation framework following a meeting in Algiers. Amar Bendjedda, President of ARAV, and Ibrahim Manzo Diallo, President of ONC, agreed to establish the framework, which will be translated into a draft memorandum of understanding. This initiative, stemming from an official invitation extended by Algeria to the Nigerien observatory, aims to facilitate the exchange of visits and expertise between the two regulatory bodies.

The discussions, described as "frank and in-depth," centered on the realities and transnational challenges of regulating the audiovisual space in both nations. Both presidents reviewed Algeria's recent experience in this field, alongside Niger's, acknowledging that media content, distributed through digital platforms, satellite broadcasting, and on-demand services, transcends national and legislative boundaries. This context necessitates a new cross-border regulatory approach.

The proposed regulatory approach emphasizes coordination among regulatory bodies, convergence of standards, and the exchange of information and best practices. It also includes activating cooperation mechanisms for monitoring content and addressing regional violations. This comprehensive effort seeks to protect audiences, particularly vulnerable groups, from harmful and misleading content, while safeguarding media sovereignty, cultural, and linguistic diversity across the African continent. It is viewed as a step towards African integration, fostering consultation and expertise exchange among regulatory bodies to strengthen Africa's position in global digital content governance.
