He emphasized that the study of the draft organic law concerning the jurisdiction, organization, and functioning of the Court of Conflict falls within the broader strategy of &#8220;aligning national legislation with constitutional provisions while addressing shortcomings in its implementation, clarifying certain articles, and supplementing others.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In his remarks, Minister Lotfi Boujemaa underlined that the primary objective of the amendment is to &#8220;enhance the efficiency of the Court of Conflict, streamline litigation procedures, and ensure greater stability and consistency in judicial rulings.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Minister detailed several key amendments, including:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Renaming the law<\/strong>: The title of the legislation will be updated in line with Article 179 of the Constitution to more accurately reflect the organization, functioning, and jurisdiction of the Court of Conflict.<\/li>\n\n\n\n<li><strong>Increasing the number of judges<\/strong>: The number of judges serving on the court will rise from seven to nine to ensure smooth proceedings and avoid disruptions or delays.<\/li>\n\n\n\n<li><strong>Standardizing appointment procedures<\/strong>: A rotational system will be introduced between Supreme Court judges and Council of State judges for appointing State Commissioners.<\/li>\n\n\n\n<li><strong>Extending judicial terms<\/strong>: The tenure of the court president and judges will be extended from three to five years to ensure greater consistency and stability in judicial rulings.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Minister Boujemaa emphasized that these changes are designed to &#8220;strengthen the Court of Conflict\u2019s efficiency, ensuring better protection of litigants&#8217; rights.&#8221; He also highlighted the importance of constitutional and legislative reforms in advancing Algeria\u2019s judicial system and keeping pace with both national and international developments.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Committee members acknowledged the importance of the proposed amendments in enhancing the performance of Algeria\u2019s judiciary.
