Constantine, Algeria – November 22, 2025<\/strong> – President Abdelmadjid Tebboune has affirmed the state’s commitment to definitively resolving the housing crisis and improving construction quality, declaring an end to corrupt practices in housing allocation.<\/p>\n

During a working visit to Constantine province, President Tebboune emphasized that legitimate applicants will receive housing without needing connections. “Anyone who submits a valid application will get housing\u2026 It is not necessary to know an official to get housing,” he stated.<\/p>\n

“From now on, things will be normal, and everyone entitled to housing will get it,” he added, promising a transparent and equitable process.<\/p>\n

President Tebboune highlighted the significance of housing as a key economic and social indicator for the country’s development. He also emphasized the uniqueness of Algeria’s housing system. “There is no other country in the world that operates under the same system as Algeria in the field of housing,” he stated. “No other country has this system, not in Europe, Africa, or the Arab world, and we are proud of this.”<\/p>\n

Last Thursday in Constantine, President Tebboune laid the foundation stone for the construction of 8,050 AADL (Agence Am\u00e9lioration et D\u00e9veloppement du Logement<\/em>) rental-purchase housing units under the AADL 3 program in the new city of Sissaoui. He also reviewed plans for modernizing Constantine’s old city and ongoing development projects, in addition to a presentation on the local housing sector and its digitalization.<\/p>\n

Minister of Housing, Urban Planning, and the City, Mohamed Tarek Belaribi, previously announced that the first installment for AADL 3 subscribers would be due before the end of December. This announcement was made during the Minister’s presentation to the Finance and Budget Committee of the National People’s Assembly regarding his sector’s portion of the 2026 Finance Law.<\/p>\n
