Minister of Finance, Abdelkrim Bouzard, confirmed on Thursday that social services committees of several public institutions will provide interest-free loans to their employees enrolled in the AADL 3 program to cover the first installment.<\/p>\n
In a written response to a parliamentary question, Minister Bouzard explained that these loans will be recovered later through monthly salary deductions without imposing additional burdens on the employees. He also noted that profitable public institutions, such as Alg\u00e9rienne des Eaux, are permitted to conclude internal or banking agreements to support their employees who benefit from housing.<\/p>\n
According to the minister, this process is a purely commercial matter involving the relationship between the economic institution and its bank, provided that the necessary conditions are met in accordance with current legislation and regulations, particularly the customer’s ability to repay and the bank’s financial capabilities.<\/p>\n
The minister emphasized that granting additional loans through banks is subject to commercial and regulatory criteria, primarily the beneficiary’s ability to repay and risk assessment. He did not rule out the possibility of economic institutions adopting internal policies, following approval from their executive bodies such as the board of directors and general management, to provide internal administrative loans to their employees, repayable through monthly deductions.<\/p>\n
