This significant development occurred during a working visit to Algiers by the Congolese Minister of Hydrocarbons, Acacia Bandubola Mbongo.

Algeria DRC energy cooperation hydrocarbons

The comprehensive cooperation pact encompasses exploration, production, refining, training, technology transfer, and infrastructure development. A key objective of this collaboration is to contribute to the energy integration of the African continent. The visit, extended at the invitation of Algeria's Minister of State, Minister of Hydrocarbons, Mohamed Arkab, underscores the mutual commitment of both Algiers and Kinshasa to elevate their energy relationship to a strategic partnership through concrete projects.

A focal point of the visit was the high-level meeting at the Ministry of Hydrocarbons, attended by prominent figures including the DRC Ambassador to Algeria, the CEO of Sonatrach, the President of the National Agency for Hydrocarbon Valorization (Alnaft), and the President of the Hydrocarbons Regulatory Authority (ARH), alongside numerous other officials and experts from both nations' energy sectors. Discussions centered on a thorough review of bilateral relations in energy and mechanisms to enhance cooperation. Both sides identified a convergence of views on the crucial role of hydrocarbons as a driver of economic development, value creation, and energy sovereignty. The historical and fraternal ties between the two countries were emphasized, alongside a shared determination to cultivate a lasting partnership based on complementarity, experience exchange, and skill sharing.

Prospects for collaboration span the full spectrum of the hydrocarbon industry. Both nations expressed keen interest in joint ventures within exploration and production, oil and gas field development, refining, and petrochemicals, as well as the marketing and distribution of petroleum products. The envisaged cooperation also extends to the development of the gas industry, hydrocarbon transportation, specialized oilfield services, energy engineering, and related logistics. Furthermore, opportunities in energy infrastructure, including the construction and rehabilitation of refineries, development of oil and gas facilities, and pipeline transportation, were thoroughly explored. Minister Arkab highlighted Algeria's extensive experience through Sonatrach and its national institutions in research, exploration, field development, production, transportation, and hydrocarbon processing, reaffirming Algeria's readiness to support the DRC's efforts to modernize its energy industry with decades of accumulated national expertise.

Human capital development was identified as a cornerstone of the partnership. Algerian and Congolese officials stressed the strategic importance of nurturing human resources as an essential pillar for sustainable development and the success of energy projects. This will involve specialized training programs, exchange of experts and trainers, and knowledge transfer mechanisms. The Congolese delegation is scheduled to visit Algerian training institutes to gain insights into the nation's expertise in qualifying human resources for the energy sector, with the Algerian Petroleum Institute expected to play a pivotal role.

The agreement, presided over by Ministers Arkab and Mbongo, establishes a permanent institutional framework to promote and structure bilateral cooperation in hydrocarbons. It aims to foster exchanges of expertise, technical knowledge, and best practices, encouraging partnerships between public bodies, specialized institutions, and national enterprises. The agreement covers a wide array of areas, from exploration and production to petrochemicals, refining, marketing of hydrocarbons and LPG, oilfield services, and logistics. It also includes provisions for joint projects in storage, technical control, regulation, and the management of geological and hydrocarbon-related databases.

Recognizing global shifts in the energy industry, both nations have agreed to broaden their cooperation into emerging, high-value-added domains. Discussions focused on the potential of energy sector digitalization, technological innovation, scientific research, and development. Artificial intelligence was pinpointed as a promising area for collaboration, particularly for optimizing industrial operations, data management, enhancing operational performance, and boosting sector competitiveness. Both countries are committed to integrating modern technologies into their energy development strategies to navigate the evolving global market. Continental energy cooperation was also a key topic, with both Algeria and the DRC commending the coordination within the African Petroleum Producers' Organization (APPO) and reaffirming their dedication to joint efforts for African energy projects. They emphasized the importance of promoting continental initiatives to strengthen Africa's energy security, foster regional integration, and support sustainable development goals.

This shared vision reflects the mutual ambition of Algeria and the DRC to play an active role in building a more integrated, resilient African energy landscape capable of meeting the continent's development needs. The officials concluded by agreeing to intensify consultations and exchanges between relevant institutions to expedite the implementation of identified projects.

Related topics: Algeria energy, DRC energy, hydrocarbon cooperation, Sonatrach, African energy integration, technology transfer

DZWatch provides English-language coverage of Algeria-focused developments for international readers.

Algeria and the DRC sign a strategic energy cooperation agreement, enhancing hydrocarbon value chain partnership, technology transfer, and human…

[50

post-61721","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-economie-news
["GET
