In response to a written question from Member of Parliament Rabah Jeddou (Question No. 9279), transmitted via the Ministry of Relations with the Parliament (Letter No. 3363 dated October 27, 2025), the Minister of National Education, Mohamed El-Ghazi Sa\u00e2dawi, addressed a matter of significant importance concerning the management of newly created positions, particularly in the El-Djelfa province. His clarifications aim to provide clear insights and prevent ambiguity.<\/p>\n
The Minister explained that the reassignment of surplus teachers from one educational institution to another is a legal and well-established procedure, supported by regulatory texts, provisions, and legal legislation. This practice is considered a practical measure designed to optimize the use of financial resources and ensure that teachers fulfill their required weekly workload.<\/p>\n
Educational institution administrations resort to transferring and reassigning teachers to other schools experiencing a shortage of staff. This approach is crucial for fostering pedagogical balance and ensuring the efficient utilization of financial positions. This is in line with the provisions of the new executive decree No. 25-54, dated January 21, 2025, which outlines the specific statute for employees belonging to the national education corps, as detailed by Minister Sa\u00e2dawi.<\/p>\n
Furthermore, the sector's leading official, in a dispatch dated May 20 of the current year (No. 516), highlighted that the processes for opening financial positions at the provincial education directorates are carried out in strict accordance with current legal texts and defined standards. These measures are intended to secure the necessary staffing levels, ensuring quality education for students and preventing classrooms from being left without pedagogical supervision.<\/p>\n
It is noteworthy that educational institutions across all three levels\u2014primary, middle, and secondary\u2014facing shortages in pedagogical staff for various subjects and specializations will be equitably staffed at the beginning of the upcoming academic year 2026\/2027. This will be facilitated once the lists of successful candidates from the national competitive examination for employment based on qualifications (file study) for the year 2025 are announced, for the position of First Class Teacher.<\/p>\n
