The ministry emphasized that all operations to fill vacant teaching posts are conducted under strict, established criteria.<\/p>\n<h2>Algeria teacher reallocation policy<\/h2>\n<p>In response to a written question from National People&#39;s Assembly member Rabah Jadou (No. 9279), and following a communication from the Ministry of Relations with Parliament (No. 3363, dated October 27, 2025), Minister of National Education Mohamed El-Seghir Saadaoui addressed the crucial matter of managing newly created teaching positions, particularly highlighting the situation in the Djelfa province. His clarification aimed to provide clear insights and prevent any ambiguity or actions outside regulatory frameworks.<\/p>\n<p>Regarding the transfer of surplus teachers from one educational institution to another, Minister Saadaoui confirmed that this is a legally sound and established procedure, supported by organizational texts, provisions, and legal legislation. This practice is viewed as a practical measure for rationalizing the use of financial positions and ensuring that teachers fulfill their required weekly working hours. School administrations resort to transferring and reassigning teachers to other schools facing shortages in supervision, thereby promoting pedagogical balance and optimizing the utilization of financial posts.<\/p>\n<p>This approach aligns with the provisions of the new executive decree No. 25-54, dated January 21, 2025, which outlines the basic statute for personnel belonging to the special cadres of national education, as explained by Minister Saadaoui.<\/p>\n<p>Furthermore, the ministry&#39;s correspondence dated May 20 of the current year (No. 516) indicated that the processes for opening financial positions at the provincial education directorates are carried out in accordance with prevailing legal texts and well-defined criteria. The objective is to ensure adequate staffing levels to guarantee quality education for students and prevent classrooms from being left without pedagogical supervision.<\/p>\n<p>It is noteworthy that educational institutions across all three levels\u2014primary, middle, and secondary\u2014experiencing shortages in pedagogical supervision for various subjects and specializations will be equitably staffed.
