In response to a written question from Member of Parliament Rabah Jeddou (Question No. 9279), and following communication from the Ministry of Relations with Parliament (Letter No. 3363 dated October 27, 2025), Minister of National Education Mohamed El-Sagheer Saadaoui addressed a matter of significant importance concerning the management of newly created positions, particularly in the Djelfa province. The aim is to clarify procedures and prevent ambiguity.<\/p>\n
Regarding the reassignment of surplus teachers from one educational institution to another, Minister Saadaoui explained that this is a lawful and well-established procedure, sanctioned by regulatory texts and legal provisions. This practice serves as a practical measure to optimize the utilization of financial positions and ensure teachers fulfill their required weekly teaching hours. Educational institution administrations resort to transferring and reassigning teachers to schools facing staffing shortages, thereby promoting pedagogical balance and rationalizing the use of financial resources.<\/p>\n
This measure is in application of Executive Decree No. 25-54, dated January 21, 2025, which outlines the specific statute for employees belonging to the national education corps, as further detailed by Minister Saadaoui.<\/p>\n
In the same context, the head of the sector, in a dispatch dated May 20 of the current year (No. 516), highlighted that the processes for opening financial positions within provincial education directorates are carried out in accordance with current legal texts and defined standards. These standards aim to ensure the necessary staffing at the required levels, guaranteeing quality education for students and preventing empty classrooms.<\/p>\n
It is noteworthy that educational institutions across all three levels\u2014primary, middle, and secondary\u2014that are experiencing pedagogical staff shortages in various subjects and specializations will be balanced with teachers at the beginning of the upcoming academic year 2026\/2027. This will be facilitated once the lists of successful candidates from the national competitive examination for permanent teaching positions (based on qualifications, application review) for the year 2025 are announced.<\/p>\n
