The ministry emphasized that all operations related to filling &#39;functional vacancies&#39; are conducted according to established criteria.<\/p>\n<h2>Algeria teacher surplus management<\/h2>\n<p>In response to a written question from Member of Parliament Rabah Jeddou (Question No. 9279), and based on a communication from the Ministry of Relations with the Parliament (No. 3363, dated October 27, 2025), the Minister of National Education, Mohamed El-Seghir Saadaoui, addressed a matter of significant importance concerning the management of newly created teaching positions, particularly in the Djelfa province. The aim is to provide clarity and prevent ambiguity.<\/p>\n<p>Regarding the transfer of surplus teachers from one educational institution to another, Minister Saadaoui explained that this is a lawful procedure, fully supported by regulatory texts, provisions, and legal legislation. This practical measure is implemented to rationalize the use of financial positions and ensure teachers fulfill their required weekly workload. Educational institution administrations resort to transferring and reassigning teachers to other schools experiencing staffing shortages to ensure pedagogical balance and efficient use of financial resources.<\/p>\n<p>This approach is in line with the provisions of Executive Decree No. 25-54, dated January 21, 2025, which outlines the special organic law for employees in the national education sector. The minister further elaborated on these points.<\/p>\n<p>In a related directive dated May 20 of the current year (No. 516), the head of the education sector highlighted that the processes for opening financial positions at the provincial education directorates adhere strictly to current legal texts and controlled criteria. These measures are designed to ensure the necessary pedagogical staffing at the required numbers, guaranteeing quality education for students and preventing empty classrooms.<\/p>\n<p>It is noteworthy that educational institutions across all three levels\u2014primary, middle, and secondary\u2014that face a deficit in pedagogical staffing for various subjects and specializations will be adequately covered with teachers in a balanced manner at the beginning of the upcoming academic year 2026\/2027.
