Minister Houria Meddahi recently chaired a key meeting focused on the comprehensive cleanup and valorization of tourist land in the wilayas of Jijel, Skikda, and Oran. The central objective is to identify and prepare Zones d'Expansion Touristique (ZETs) that are free from constraints, making them readily available for the Algerian Investment Promotion Agency (AAPI) to facilitate new projects.

This current drive represents a concerted effort to move beyond administrative classifications toward concrete project realization. While ZETs were initially established in the late 1980s and further enshrined by law in 2003 to reserve areas for tourism investment, many had become entangled with urban expansion, infrastructure developments, or property disputes over time. To address these challenges, the Ministry has launched a nationwide cleanup operation targeting 78 ZETs across 23 wilayas, involving partial or total reclassification of areas where their original tourism vocation could no longer be sustained. The strategic focus on Jijel, Skikda, and Oran underscores their considerable coastal potential while proactively managing pressures from urbanization and competing land uses.

A critical component of this strategy involves ensuring the timely finalization of Tourist Development Plans (PATs) and meticulously cross-referencing data with cadastral information and field observations to create precise land profiles. The AAPI is being positioned as the primary gateway for investors, with cleansed and viable tourist land slated for publication on its digital platform to enhance transparency and accessibility for operators. Furthermore, the initiative explores the possibility of allowing investors to contribute to certain development works, potentially accelerating project timelines. This comprehensive approach, which includes bolstering coordination among tourism directorates, land services, and local authorities, seeks to transform Algeria's extensive ZET portfolio into a dynamic engine for tourism growth, building on existing successes like developed complexes in Sidi Fredj and Zéralda, and integrating diverse tourism forms such as thermal and mountain ventures.

The Algerian Ministry of Tourism and Handicrafts is implementing a strategic initiative to revalorize and mobilize tourist land stock within designated Zones d’Expansion Touristique (ZET) across coastal wilayas.
