Sonatrach and the Algerian Fertilizer Company (AFC) formalized agreements with Italy's Saipem and China's CHEC for work across sites in Bled El Hadba (Tébessa), Oued El Kebrit (Souk Ahras), and the port of Annaba. This transition from studies and negotiations to on-the-ground works is under the direct oversight of the Hydrocarbons Ministry and Sonatrach, with initial production of enriched phosphate aimed for the first quarter of 2027, and phosphate and nitrogen fertilizers by the fourth quarter of the same year. Saipem is tasked with constructing the mining and chemical facilities, while CHEC will develop the dedicated port infrastructure at Annaba, all under an accelerated EPC framework.

The project sets ambitious production targets, including approximately 6 million tonnes per year of enriched phosphate and 4 million tonnes of phosphate and nitrogen fertilizers once the complex reaches steady operation. Significant volumes of sulphuric acid, phosphoric acid, and ammonia are also planned for both domestic use and export. This strategy leverages Algeria's substantial phosphate resources in the east, particularly in the Bled El Hadba area, which holds an estimated 2.2 billion tonnes of reserves according to the 2024 United States Geological Survey. The Algerian presidency has closely monitored the project's progress, designating 2025 for "final adjustments," including the opening of the open-pit mine and the development of a roughly 422-kilometer railway line connecting Tébessa to Annaba port.

Algeria's approach emphasizes deep integration across extraction, chemical conversion, rail transport, and export infrastructure. An inter-ministerial committee, including Public Works, Basic Infrastructure, and Mines, met in June 2026 to coordinate the project's advancement, underscoring the importance of synergy between the Bled El Hadba mine, the Oued El Kebrit chemical complex, the eastern mining rail line, and Annaba's mineral berth for successful implementation. This focused development positions Algeria to enhance its economic standing and food security through a rapidly advancing industrial project.

Algeria is accelerating its integrated phosphate project, with Sonatrach and the Algerian Fertilizer Company signing contracts for industrial execution.
