The Ministry confirmed that contract employment during the 2025-2026 academic year was a temporary measure, as announced in its communiqué dated August 20, 2025, which was published on its official website and digital platforms. This temporary arrangement was implemented in preparation for the upcoming teacher recruitment competition and was set to conclude with the release of the competition results, in accordance with applicable regulations. It was explicitly stated, based on Joint Ministerial Instruction No. 5 of July 24, 2025, and Article 122 of Order No. 06-03 of July 15, 2006 (General Basic Law of the Public Service), that contract employment does not confer permanent employee status or the right to integration into public service ranks.

For the 2025 national teacher recruitment competition, 45,046 contract teachers participated among a total of 1,065,000 candidates. The results showed that 15,597 contract teachers were successful, representing 34.62 percent of those who participated. The Ministry highlighted that all candidate files underwent a comprehensive scoring process via a digital platform, followed by meticulous auditing and verification by public service departments before the final results were announced, ensuring fairness and accuracy in the selection process.

Regarding professional experience, the Ministry affirmed that the experience accumulated by contract teachers during the 2025-2026 academic year was duly considered. This experience was calculated from the date of their appointment until March 26, 2026, which marked the final day of the oral interviews conducted between March 24 and 26, 2026. Professional experience was counted for each candidate based on verified proofs provided, constituting one of the components contributing to the overall score. The Ministry clarified that the total points a candidate could achieve reached 33 points, refuting rumors that the score was an average out of 20 points.

The Ministry further explained that financial positions opened for the competition are primarily filled by successful candidates listed in the original merit-based rankings. In instances where successful candidates do not take up their positions, contingency plans involve drawing from reserve lists, also based on merit and legal requirements. Furthermore, the Ministry is committed to considering the situation of contract teachers from the 2025-2026 academic year who were not successful in the competition, granting them priority for temporary contracts during the 2026-2027 academic year, subject to existing laws and regulations. The Ministry reiterated its dedication to transparency, equal opportunities, respect for merit, and the provision of accurate information, urging reliance on official statements for all matters concerning the national education sector.

Algeria’s Ministry of National Education clarified teacher recruitment procedures, denying social media rumors and confirming the temporary nature of contract employment while outlining how professional experience is considered for the national competition.
