Developed from recommendations made at the national summer entrepreneurship camp for youth from border wilayas, held in Algiers from August 19 to 22, the plan outlines an ambitious roadmap. Its strategic priority is to dynamically boost the economies of these key regions, turning innovative ideas into sustainable micro-enterprises.

The comprehensive strategy includes an alliance with the Ministry of Youth to implement a rigorous follow-up program, supporting young project holders from the initial concept through to the concrete creation and post-launch phases of their businesses. Logistically, underutilized premises of the Ministry of Youth in border wilayas are set to become headquarters for these micro-enterprises, while youth hostels will accommodate participants during professional training sessions provided by the National Agency for Entrepreneurship Support and Development (NESDA). To streamline administrative processes, single entrepreneurship counters will be established within youth structures, with local sector representatives integrated into project selection and financing committees. Additionally, administrative procedures will be simplified, and investment financing ceilings will be raised, complemented by the reinforcement of NESDA staff in border areas to intensify informational workshops.

Addressing material and economic barriers forms another crucial pillar of the plan. Access to industrial, agricultural, and tourist land will be guaranteed for project holders in border regions, anchoring their activities locally. A dedicated mechanism will connect these micro-enterprises directly with major national structural projects, ensuring viable commercial outlets and facilitating communication between clients and subcontractors. Tailored support for women's entrepreneurship is also integrated across all local programs. Furthermore, the plan reactivates and strictly enforces a 20% quota of public procurement reserved for micro-enterprises. These measures, lauded by Mohamed Fodil, Vice-President of the Higher Youth Council, are designed to encourage young people to engage with state support institutions, with NESDA also providing a direct phone line to central administration to resolve any bureaucratic challenges.

An action plan has been introduced to encourage youth entrepreneurship in Algeria’s border regions.
