According to Belani, Morocco's Foreign Minister, Abdellatif Filali, formally requested on December 20, 1995, that Algeria, then holding the Union's presidency, \u201cfreeze the activities and institutions of the Union.\u201d This decision, Belani stated, rendered the UMA a limited institutional structure.
