The initiative emphasizes deepening cooperation, with Algeria identified as a significant partner for Kyiv, based on a historical relationship that includes Algeria's recognition of Ukraine's independence in 1991. The ambassador underscored Ukraine's readiness to contribute to Algeria's food sovereignty, proposing partnerships for direct investment in grain cultivation.

Discussions are currently underway between the agricultural ministries of both nations concerning investments in wheat, barley, and other grain cultivation. This builds upon existing trade, which saw Ukraine export approximately 2.5 million tons of wheat to Algeria last year. The overall trade volume between Algeria and Ukraine reportedly reached $736 million in 2025, and Kyiv has expressed a desire to elevate this cooperation through expanded investments. Beyond agriculture, Ukraine also offered to share its expertise in addressing the effects of nuclear radiation, drawing on its Chernobyl experience to assist Algeria with sites impacted by historical French nuclear tests in the Sahara, specifically in the Reggane region.

Hassan Karim, head of the National Algerian Organization for Food Security, affirmed that Algeria and Ukraine possess the components for a strategic agricultural partnership, particularly in grain cultivation. He highlighted Algeria's extensive market, reclaimable land, and strategic geographical position for serving the African market, complementing Ukraine's significant expertise in major crop production and export. Karim emphasized that successful cooperation requires moving beyond mere product purchasing to joint investment, technology transfer, and local production. He stipulated that any direct Ukrainian investment must ensure genuine added value for Algeria's national economy, necessitating partnerships with Algerian public or private entities, thorough environmental and economic studies, and the employment and training of Algerian specialists. The goal remains to boost national production, reduce import dependence, and enhance Algeria's food sovereignty.

This partnership aligns with Algeria's broader strategy to diversify its international partners and reinforce its strategic sector capabilities amidst global geopolitical changes. Algeria aims to build strategic reserves and increase national production to reduce reliance on single-source imports. Hassan Karim further suggested that Algeria could leverage its balanced diplomatic position to support efforts to secure global grain export routes. He stressed that expanding cooperation with Ukraine would complement Algeria's established relationships with other key partners, including Russia, ensuring an integrated approach to food security that prioritizes national interests and economic viability.

Ukrainian Ambassador Oleksandr Voronin announced Ukraine’s readiness to deepen agricultural and economic ties with Algeria, proposing partnerships focused on enhancing Algeria’s food sovereignty through direct investment and technology transfer.
