This significant shift aligns with Niger's objective to optimize its hydrocarbon potential, elevate the added value of its hydrocarbon sector, and reinforce its national capacities across the entire production chain. The Algerian Minister of Hydrocarbons, Mohamed Arkab, recently hosted Ali Seibou Hassani, Director-General of Niger's National Petroleum Company (SONIDEP), for discussions focused on the present state and future prospects of Algerian-Nigerien collaboration, with representatives from the Ministry of Hydrocarbons and Sonatrach also in attendance.

The discussions encompassed several pivotal structural projects, notably the advancement of the "Bilma" oil block located in the Diffa region, which extends towards Agadez. Sonatrach is actively involved in this project, which, according to feasibility study results, is projected to yield over 20,000 barrels per day during an estimated 20-year operational period. Sonatrach is expected to review the technical study and provide support to the Nigerien side in preparing and executing the field development plan, drawing upon its extensive expertise in developing and exploiting hydrocarbon reservoirs. Progress on the "Kafra" block, where Sonatrach also contributes, was also a key point of review.

Beyond exploration and production, the comprehensive cooperation extends into the refining sector, with particular attention given to the "Zinder" refinery projects. These initiatives are crucial for strengthening Niger's oil refining capabilities and ensuring a consistent supply of petroleum products to its local market. A pivotal aspect of this partnership is the commitment to knowledge transfer, demonstrated by an agreement to organize a training program in Algeria for Nigerien executives. This program will specifically focus on the maintenance of refining facilities and the enhancement of technical and operational competencies. Furthermore, talks addressed potential collaborations between Naftal and SONIDEP, including a project for a bitumen supply center in the Zinder region and the prospective supply of jet fuel and various other fuels to Niger, underscoring Algeria's growing role as a reliable regional energy provider.

This expanded Algerian-Nigerien energy partnership, integrating investment, expertise, training, and knowledge transfer, is poised to significantly augment Sonatrach's and Naftal's roles in supporting Niger's hydrocarbon sector while enhancing Algeria's economic footprint across the Sahel region. Energy expert Ahmed Malaaba remarked that this trajectory holds particular importance for Niger, as it endeavors to leverage its oil resources more efficiently to drive economic and industrial development. He emphasized that developing the Bilma oil block is not merely about increasing crude production but represents a strategic move towards elevating the economic value of Nigerien hydrocarbon resources, potentially fostering broader economic activity and establishing a sustainable production base.

Algeria and Niger are deepening energy cooperation, transitioning their partnership from coordination to strategic projects focused on petroleum resource development and expertise transfer.
