The proposed system will utilize a "Cell Broadcast" protocol, enabling the transmission of messages to all mobile phones within a specified geographic zone, irrespective of the network operator. This technology, already deployed in several countries for imminent risk warnings, is considered an effective solution given Algeria's extensive mobile network, which recorded over 55.9 million active subscribers by late 2025. Mobile operators are being urged to swiftly agree on the system's implementation modalities.<\/p>\n
Beyond the alert system, the Ministry emphasized the necessity for mobile operators to bolster their crisis intervention capabilities. This includes increasing the number of operational mobile relay antennas for emergencies, maintaining reserve stocks of mobile stations, and ensuring readily available technical support. Operators are also tasked with developing a unified information system to monitor potential damages, streamline system restoration, and enhance coordination of emergency responses. Efforts are also underway to expand mobile network coverage, with a program targeting 3,000 sparsely populated regions after successfully equipping 1,400 regions with over 2,000 inhabitants.<\/p>\n
Minister Sid Ali Zerrouki underscored that post-crisis interventions, while important, are not sufficient.
