Speaking at a closed-door ministerial meeting during the 4th Global Forum on the Ethics of Artificial Intelligence in Riyadh, <a class=\"dzsl-auto-link dzsl-internal\" data-dzsl=\"internal\" href=\"https:\/\/dzwatch.dz\/?p=77965\">Saudi Arabia<\/a>, Minister Zerrouki underscored the importance of establishing an international AI governance agency. This agency, he noted, would ensure equitable cooperation that serves humanity and complements existing frameworks, strengthening coordinated global efforts without stifling innovation.<\/p>\n<p>Minister Zerrouki voiced concerns regarding the current concentration of AI development and deployment power among a limited number of countries and corporations. He highlighted that the challenges for many nations extend beyond regulatory frameworks to include essential resources such as computing power, data infrastructure, energy, talent, models, and financing. The Minister clarified that national sovereignty in AI does not imply technological isolation, but rather the development of sufficient national capacity to understand, evaluate, govern, and progressively develop the systems vital for economies, public administrations, and societies.<\/p>\n<p>In this context, Algeria called for a significant shift in international AI cooperation, moving from a training-focused approach to genuine capacity-building. Minister Zerrouki urged <a class=\"dzsl-auto-link dzsl-external\" data-dzsl=\"external\" href=\"https:\/\/www.unesco.org\/en\" rel=\"noopener noreferrer\" target=\"_blank\">UNESCO<\/a> to play a pivotal role in defining a practical framework for baseline governance and technical capabilities for every member state, asserting that ethical artificial intelligence also requires an equitable ability to participate in its creation.
