Algeria<\/a> and Russia share a relationship founded on mutual historical support and extensive cooperation that predates Algeria's independence. The Soviet Union<\/a> championed Algeria's national liberation struggle from 1954 to 1962, providing comprehensive financial, material, and military assistance, and was the first country to establish diplomatic ties in March 1962, months before Algeria officially declared its independence. Following independence, Soviet experts played a critical role in clearing 1.5 million French mines across 800 kilometers of minefields and 120,000 hectares of land. Over ten thousand Soviet military advisors served in Algeria between 1962 and 1991, training the Algerian army and familiarizing forces with Soviet weaponry, leading to approximately 95 percent of Algeria's military equipment being Soviet-made by the late 1970s. Economically and technically, Soviet aid was instrumental in developing Algeria's infrastructure, contributing to the construction of over eighty facilities, including metal factories, a thermal power plant, a major gas pipeline<\/a>, two dams, and forty vocational training centers.<\/p>\n

The relationship saw a reactivation in the late 1990s and early 2000s, with Algeria officially recognizing the Russian Federation in December 1991. A significant milestone was the signing of the Strategic Partnership Declaration in April 2001 during President Abdelaziz Bouteflika's visit to Russia. This was followed by Russian President Vladimir Putin's inaugural visit to Algeria in March 2006, which resulted in a $4.7 billion debt cancellation for Algeria and a substantial $7.5 billion agreement for arms supply. Cooperation expanded into the energy sector, with Russian companies engaging in Algerian oil and gas field development. Scientific and technological collaboration also advanced, highlighted by the launch of Algeria's first scientific satellite, AlSat-1, from the Plesetsk Cosmodrome in November 2002 using a Russian Cosmos rocket, alongside agreements for peaceful nuclear energy cooperation in 2016 and access to Russia's GLONASS high-precision system in 2017.<\/p>\n

In the second and third decades of the 21st century, the strategic partnership continued its trajectory of growth, marked by regular high-level meetings to enhance economic and technological cooperation. Security ties deepened through joint counter-terrorism exercises such as Desert Shield, while humanitarian links expanded with the opening of Russian language centers in Algeria and increased Algerian student enrollment in Russian universities. Algeria further cemented its international economic standing by joining the BRICS-founded New Development Bank in 2024, with discussions ongoing regarding potential full BRICS membership. A pivotal moment occurred in June 2023 when President Abdelmadjid Tebboune's state visit to Russia culminated in the signing of a Deepened Strategic Partnership Declaration, broadening cooperation to encompass agriculture, space exploration, and mass communications, in addition to strengthening military and energy relations. This elevated military-technical cooperation saw Algeria become a major importer of advanced Russian weaponry, including contracts for Su-34 and Su-35 fighter jets, and notably, making Algeria the first foreign operator of the advanced fifth-generation Su-57 stealth fighter.<\/p>\n","protected":false},"excerpt":{"rendered":"
