Algeria<\/a> is moving towards digital sovereignty, shifting its focus from servers to applications to achieve national technological independence. The country's digital landscape is expanding, with over 60.54 million internet subscriptions, encompassing both fixed and mobile services, recorded by the third quarter of 2025. This represents a 7.07% annual increase from 56.54 million in the same period of 2024. The total includes over 53.63 million active mobile internet subscribers across 3G and 4G networks, and more than 6.81 million fixed internet users, indicating a growing domestic market for digital services.<\/p>\n

Efforts to achieve digital self-reliance are exemplified by projects such as "Sowal," a new Algerian messaging application. Dr. Nadir Khalfalah, an expert in digitalization and software engineering, notes that "Sowal" aims to offer an institutional model that extends beyond traditional messaging to provide greater control over data and digital infrastructure. Developed from a previous professional collaboration platform, "Sowal" is designed with both a public version and an institutional version. The institutional offering allows organizations enhanced control over users, permissions, data, and the hosting infrastructure, including the option to host on private servers.<\/p>\n

This vision aligns with official initiatives to strengthen Algeria's digital infrastructure. In 2025, the Ministry of Post and Telecommunications<\/a> announced plans for a data center and an artificial intelligence computing center in Oran. This project forms part of a broader sectoral strategy focused on enhancing technological capabilities, cloud computing, and artificial intelligence. The national strategy prioritizes developing information and communication technology<\/a> infrastructure, supporting the information society, regulating the sector, and protecting citizens' rights. The legal framework, including Law No. 18-07, as amended by Law No. 25-11 of July 24, 2025, safeguards personal data processing, ensuring respect for privacy and public freedoms, and grants citizens rights regarding their data.<\/p>\n

Further supporting this push, the Ministry of Post and Telecommunications inaugurated the first short-term free training skills center in advanced technologies in S\u00e9tif in 2025. This center offers programs in areas such as artificial intelligence, cybersecurity, cloud computing, and robotics, aimed at developing skilled professionals. Building a robust digital industry necessitates a comprehensive ecosystem encompassing developers, system and security engineers, technical support, funding, and marketing. Investment in data centers, data localization, entrepreneurship, and research are identified as fundamental pillars for creating a sustainable digital economy<\/a>, leveraging Algeria's extensive communication base and expanding digital market.<\/p>\n","protected":false},"excerpt":{"rendered":"
