New Mechanism Supports Non-Hydrocarbon Exporters Pre-Shipment

The Bank of Algeria has launched a new rapid financing mechanism designed to support companies engaged in production and export activities, particularly those in the non-hydrocarbon sector. This initiative provides short-term dinar loans to address the financial needs of businesses during the critical stages preceding the shipment of goods to international markets. The move, outlined in an instruction signed by Bank of Algeria Governor Mohamed Lamine Lebbou on August 10, is part of a broader monetary authority strategy to enhance foreign trade financing, alleviate time constraints for exporters, and ultimately increase non-hydrocarbon exports while boosting foreign currency flows into the Algerian economy.

Under the new mechanism, exporters can secure funding for various pre-shipment expenses, including the purchase of goods and raw materials, manufacturing processes, packaging, and other costs associated with the export operation, up until the goods are shipped. To qualify, commercial operations must be covered by an irrevocable documentary credit or documentary collection, and the exporting company must be registered in the commercial register and actively involved in production and export. Importantly, the instruction does not specify a unified financing ceiling, allowing intermediary banks to determine loan values based on the specific needs of the company, the nature of the export operation, credit risk assessments, and the borrower's repayment capacity.

A significant improvement introduced by the mechanism is the seven-day maximum period for processing financing requests, requiring accredited intermediary banks to review and respond to complete applications within this timeframe. This measure is intended to shorten banking financing periods, a crucial factor for companies operating in international markets with strict production, shipping, and delivery deadlines. This strategic step aligns with previous directives from President Abdelmadjid Tebboune, who has called for the modernization of the banking system to better support economic institutions and exporters. The new mechanism provides exporters with greater flexibility in managing their liquidity needs, particularly bridging the gap between funding production or input acquisition and the eventual collection of export revenues from abroad, thereby strengthening Algeria's drive to expand its non-hydrocarbon export base and enhance its global competitiveness.
