Returning Algerians, Diplomats to Benefit from Import Revisions

The proposed 2027 Finance Law (PLF 2027) introduces substantial changes to Algeria's customs regime, impacting Algerians residing abroad who opt for a permanent return and diplomatic and consular agents concluding their missions. These developments aim to modernize and streamline import formalities, reflecting an ongoing effort to adapt national regulations to contemporary needs.

A key modification in Article 159 of the PLF 2027 concerns the framework governing the Certificate of Change of Residence (CCR), which traditionally focused on passenger cars. If adopted, the proposed law will extend customs and tax exemptions to two new major categories: hybrid utility vehicles and two-wheel vehicles. This reform seeks to align the tariff policy for utility and two-wheel vehicles with that of passenger vehicles, while also establishing strict eligibility criteria based on international customs nomenclature.

To address recurring issues related to the volume of personal effects and goods exceeding authorized allowances, PLF 2027 proposes a unique flat-rate duty, set at 60% of the value of surplus merchandise. This measure is intended to resolve disputes and administrative complexities, allowing travelers to avoid intricate procedures for commercial import authorizations and currency transfer justifications. Authorities explain this approach by emphasizing transparency, standardizing border practices, and ensuring legal security for both customs officers and users. Furthermore, members of the diplomatic and consular corps, along with assimilated personnel returning permanently after their missions abroad, are also slated to benefit from an extended list of import exemptions to include two-wheel vehicles.

These provisions are currently governmental proposals and must undergo the ordinary legislative process. This includes examination and hearings by the finance committee of the National Popular Assembly, plenary debates, a vote by deputies, and validation by the Council of the Nation before final promulgation by the President of the Republic. Amendments or technical adjustments may be introduced during parliamentary discussions, with the final modalities becoming applicable only after official publication in the Official Gazette of the Algerian Republic.
