OPGI, BNH Fund Reconstruction for 627 Jijel Family Homes

Algerian authorities are implementing a comprehensive support program for 627 families in Jijel whose homes were severely damaged by fires at the end of August. This initiative, guided by President Abdelmadjid Tebboune's directives, aims to provide care and compensation to those affected, facilitating the reconstruction of their residences and enabling a gradual return to normal living conditions. The coordinated effort involves significant financial mobilization and public sector engagement to ensure effective recovery for all victims.

A key component of this response is a recently signed convention between eight offices of the Office de promotion et de gestion immobilière (OPGI) in Jijel and the Banque nationale de l’habitat (BNH). This agreement specifically addresses the financing required for rebuilding homes destroyed by the fires. Mohamed Merjani, Director General of Housing at the Ministry of Housing, Urban Planning, City and Spatial Planning, clarified that this operation is part of the implementation of presidential instructions regarding victim support and compensation. The OPGI offices are tasked with overseeing the reconstruction efforts, either by directly acting as developers or by engaging specialized construction companies to carry out the necessary works.

Beyond total reconstruction, financial resources have also been allocated for compensation covering homes classified in "green" and "orange" categories, which require repair and restoration. For families awaiting the completion of their new homes, a financial aid package of 400,000 dinars per family has been designated to cover temporary housing rental costs. This measure is crucial for maintaining decent living conditions and ensuring family stability, including enabling children to continue their schooling without interruption, as authorities emphasize.

The reconstruction plans also prioritize adapting new residences to the specific characteristics and local environment of each region. The current objective is to translate these announced measures into tangible results, ensuring that families are ultimately able to return to reconstructed or fully restored housing. The collective mobilization of OPGI and financial resources underscores the government's commitment to accelerating this recovery operation and providing sustained support to the affected population.
