US Seeks Enhanced Energy Presence in North Africa

The United States government has articulated an ambition to intensify the presence of its energy companies across North Africa, with Algeria identified as a key target market. Signals indicate a potential strengthening of ExxonMobil's presence in Algeria, as Washington openly expresses its desire to facilitate access for its companies to the Algerian energy sector. Massad Boulos, a senior advisor to the US President for Africa, Arab Affairs, and the Middle East, reaffirmed this orientation following discussions with representatives from the major oil and gas group. The core objective of this approach is to expand investment opportunities in Algeria and Libya, recognized as strategic markets in the region.

Discussions between Algeria's national energy company, Sonatrach, and ExxonMobil are already underway, focusing on evaluating and enhancing the nation's gas potential. A Sonatrach delegation, led by its CEO, Nour Eddine Daoudi, recently visited the United States for meetings with industry leaders, commencing with discussions with ExxonMobil officials. These talks centered on cooperation prospects in exploration, development, and valorization of hydrocarbon resources. The existing collaboration includes a memorandum of understanding signed in May 2024, which outlines studies for hydrocarbon resource development in the Ahnet and Gourara basins in southwestern Algeria, emphasizing technological innovation, operational excellence, and environmental considerations.

This initiative is part of a broader economic rapprochement between Algiers and Washington. The US advisor, Massad Boulos, has made multiple visits to Algeria, meeting with key Algerian officials, including President Abdelmadjid Tebboune, Minister of Foreign Affairs Ahmed Attaf, Prime Minister Sifi Ghrieb, and Sonatrach CEO Nour Eddine Daoudi. During these engagements, Algeria's role in promoting regional security and its significance for the development of economic relations with the United States were highlighted, underscoring the strategic importance of the energy sector within this growing partnership.

For Algeria, the current diplomatic overtures and ongoing discussions offer potential benefits that extend beyond increased hydrocarbon volumes. The anticipated cooperation is expected to contribute to technology transfer, development of national competencies, cost management, and the creation of local value. While US interest is evident and exchanges between the two companies continue, transforming these cooperative frameworks into concrete projects and effective investments remains a critical step to further valorize Algeria's national resources and generate lasting positive impacts for the national economy.
