520 Billion Dinars Earmarked for Development Projects

Algeria's proposed 2027 Finance Law earmarks a substantial 520.201 billion dinars in commitment credits, with 147.984 billion dinars allocated as payment credits for the upcoming year. This significant investment is designed to support local development, strengthen vital infrastructure, and improve the living conditions of citizens. The law's comprehensive strategy aims to stimulate economic activity and ensure sustainable, balanced development across all regions of the country, actively working to reduce disparities. Key strategic sectors identified for this public investment include water resources, agriculture, forests, public works, and basic infrastructure.

A primary focus of the 2027 budget is the water sector, which receives 462.1 billion dinars in commitment credits. This allocation targets enhanced drinking water and industrial water supplies, improved performance of treatment plants, and the development of connection and distribution networks. Specific projects include the rehabilitation of the Sidi Yaacoub water treatment plant in Chlef, connection works from new seawater desalination plants in Mostaganem and Tlemcen, and water transfers from the Beni Haroun system to Biskra, alongside new supply initiatives for Tebessa and Souk Ahras from the Ouldja Mellaque Dam. Simultaneously, the agriculture sector benefits from 39.501 billion dinars in commitment credits, featuring a 30 billion dinar program for expanding irrigated areas, notably the Ramla Ouled Fadhel site covering 10,850 hectares. Additional agricultural investments include funding for rural electricity and access roads, all designed to boost strategic crop production, enhance land use efficiency, and bolster national food security.

Further investments extend to the forests sector, with 19.501 billion dinars allocated to the fifth phase of the Green Dam development and expansion across 13 provinces, a crucial effort in combating desertification and preserving ecological balance. Public works and basic infrastructure will receive 18.6 billion dinars, highlighted by the construction of a mixed international airport in Zaghara, Beni Abbes province, which aims to improve regional air connectivity and stimulate local economic and tourism activities. These multifaceted projects, scheduled for implementation between 2027 and 2029, are anticipated to generate employment opportunities, invigorate local businesses, and enhance the attractiveness of Algeria's interior, southern, and rural areas for investment, thereby reinforcing the nation's commitment to balanced and sustainable development.
