Health Sector Gains 1.138 Trillion Dinar in 2027 Budget

Algeria's health sector is set to receive a substantial allocation of 1,138.72 billion Dinars in payment appropriations under the proposed 2027 Finance Law. This budget, detailed by Health Minister Professor Mohamed Seddik Aït Messaoudene to the Finance and Budget Committee of the National People's Assembly on October 19, 2026, represents an 8.64% increase compared to 2026. Commitment authorizations are also slated to rise by 7.05% to 1,111.83 billion Dinars. The financial plan is structured around three core programs: prevention and treatment, health training, and general administration, all aimed at bolstering health institutions, securing medical supplies, and developing infrastructure.
A significant aspect of the 2027 budget involves new investment and human resource initiatives. The plan includes 363 new investment operations for constructing hospitals, multi-service clinics, and rehabilitating existing health structures. Furthermore, 28,329 new budgetary positions are planned, with a majority designated for public health institutions, including specialized doctors, general practitioners, paramedics, and midwives. The budget also provides over 183.55 billion Dinars for acquiring medicines and medical consumables, reflecting a 52.96% increase, alongside a separate allocation of 30 billion Dinars for vaccines, serums, and reagents for the Pasteur Institute of Algeria.
To enhance national healthcare capabilities, the 2027 Finance Law introduces legislative measures designed to facilitate the funding of medical and surgical emergency activities. It also aims to streamline the acquisition, maintenance, and provision of spare parts for radiotherapy equipment, crucial steps toward improving cancer patient care and reducing waiting times. The overarching strategy emphasizes rationalizing resource utilization, strengthening governance, and embracing digitalization to modernize operations. Additionally, the development of a national health map will guide resource allocation and investments, ensuring an equitable distribution of quality health services across all regions of Algeria, consistent with national directives to reinforce the health system and improve citizen welfare.
