Labor Minister Hattab Directs Digital Service Development, Worker Protections

Mohamed Hattab, Algeria's Minister of Labor, Employment and Social Security, on 19 October 2026, issued a series of instructions aimed at modernizing services and enhancing support for workers. The directives, announced during a coordination meeting chaired by the Minister at the ministry's headquarters in Algiers, emphasized the continuous development of electronic services, the simplification of remote declaration and payment procedures, and improved access to digital platforms for greater efficiency and transparency in transactions.

The meeting was dedicated to evaluating the performance of the National Fund for Paid Leave and Unemployment Caused by Bad Weather in the Construction, Public Works and Irrigation Sectors (CACOBATPH). This assessment also focused on the effectiveness of the Fund's mechanisms in supporting workers and safeguarding their social rights. Minister Hattab specifically highlighted the necessity of adapting CACOBATPH's operational frameworks to the distinct characteristics of the construction, public works, and irrigation sectors, which are defined by a mobile workforce, numerous worksites, and diverse employment patterns.

In this context, the Minister stressed the importance of guaranteeing workers' entitlements, irrespective of their movement between various companies and worksites. He called for more effective collection practices and a broader declaration base, to be achieved through intensified field outreach and awareness campaigns targeting employers. A key directive was to improve service quality and reduce the time required to process files and disburse entitlements, aiming to strengthen the confidence of both workers and employers in the nation's social protection system.

Concluding the meeting, Minister Hattab underscored the need for adopting precise performance indicators and reinforcing follow-up and periodic evaluation mechanisms. He advocated for a proactive approach to addressing workers' professional and social concerns, asserting that the Fund's true effectiveness is determined by its capacity to ensure that entitlements reach their recipients within established deadlines, thereby solidifying social protection as a fundamental pillar of stable labor relations.
