Industry Ministry Details Enhanced Investor Real Estate Mechanisms

Algeria’s Ministry of Industry, in coordination with regional governors, has processed the status of 729 industrial zones nationwide, fulfilling presidential directives to complete a comprehensive inventory of industrial real estate by the end of September. Minister of Industry Farid Kortel announced these measures, explaining that the initiative is designed to optimize the use of industrial land and direct it toward productive investment projects, thereby enhancing investment and supporting economic development. The inventory covered 610 activity zones, 66 older industrial zones, 50 new industrial zones that are part of a national program, and three additional facilities.

As part of its strategy, the sector has submitted requests for 16 new operations dedicated to developing and rehabilitating industrial zones and activity areas across 14 provinces, for inclusion in the 2027 Finance Law. Priority will be given to completing ongoing projects and improving the readiness of industrial zones to accelerate the allocation of land to investors. The Ministry is also establishing effective monitoring and control mechanisms post-allocation to ensure investors adhere to their commitments, including project completion and compliance with specifications. These mechanisms involve tracking project implementation, verifying the actual use of land for its designated purpose, conducting periodic field inspections, updating economic real estate databases, and addressing instances of non-exploitation.

Further streamlining the investment process, the Algerian Agency for Investment Promotion (AAPI) board has approved 79 real estate parcels, totaling 197.5 hectares, distributed across eight provinces: Bordj Bou Arréridj, Médéa, Oran, Ouled Djellal, Relizane, Tindouf, Saïda, and Batna. These parcels are set to be displayed soon on the digital investor platform. Additionally, the AAPI board approved 17 investment projects that will benefit from economic real estate following a review of their applications. The National Agency for Industrial Real Estate, established in 2023, currently manages a significant portfolio of 142 industrial and activity zones, along with six new industrial zones, and has completed the development of three new industrial zones in Tlemcen, Sidi Bel Abbes, and Bejaia, while others in Boumerdes and Ghardaia are nearing completion. A new legal framework now empowers AAPI to administratively recover unexploited land by unilaterally cancelling contracts, a departure from previous judicial procedures.
