UN Human Rights Council Adopts Algeria-Led Mine Resolution

The United Nations Human Rights Council in Geneva has unanimously adopted a resolution titled “The impact of anti-personnel mines on the full enjoyment of all human rights: enhancing victim assistance.” This significant resolution, passed during the Council’s 63rd session, was advanced by Algeria as part of a core group that included Peru, South Africa, Vanuatu, the United Kingdom, Mozambique, and Croatia. This initiative marks a continuation of a path pioneered by Algeria within the Council, building upon Resolution 58/22, which Algeria also initiated during the 58th session, by focusing specifically on strengthening victim assistance through a human rights-based approach.

The resolution garnered widespread international support, evidenced by its adoption with 70 co-sponsoring states, reflecting a broad global consensus on the humanitarian and human rights dimensions of the issue. Delegations from participating states and civil society organizations widely welcomed the initiative, recognizing Algeria’s leading role in this domain. This acknowledgment stems from Algeria's historical experience with mines inherited from the colonial era and its notable achievements in demining using exclusively national capabilities, further underscoring the international community's trust in Algeria’s constructive and consensual approach throughout the consultation and negotiation phases.

The content of the resolution emphasizes the rights of victims and the needs of their families and communities, affirming that these must be central to efforts providing comprehensive, victim-centered support, including social and economic reintegration. It expresses serious concern over the detrimental impact of mines on fundamental rights such as life, freedom of movement, health, education, work, adequate food, and development. The resolution also encourages the strengthening of data collection systems, the integration of psychosocial support into victim assistance programs, and ensuring access for persons with disabilities to health institutions and public facilities. Furthermore, it urges states to fulfill their obligations under international human rights and humanitarian law, calling upon them to seriously consider acceding to the Anti-Personnel Mine Ban Convention, and promotes international cooperation to accelerate demining efforts and provide comprehensive assistance to victims. The adoption of this resolution reinforces Algeria's prominent role in advocating for human rights-related humanitarian causes within UN forums, exemplifying its consistent commitment to multilateralism and international cooperation.
