PLF 2027 Proposes Revised Visa Fees for Southern Tourism

The Project Law of Finance (PLF) 2027 has put forward a proposal to revise the stamp duties applied to "regularization visas" issued to foreign tourists arriving in Algeria's southern regions. This initiative, detailed in Article 38 of the PLF 2027, aims to modify Article 137 of the Stamp Code to introduce a new tariff structure. The government indicates that this measure is a commitment by public authorities and a priority action to develop the tourism sector, recognizing its importance as a driver of economic growth and job creation.

Under the proposed changes, the stamp duty for a visa valid for one to seven days would be set at 10,000 dinars. For stays ranging from eight to fifteen days, the fee would increase to 15,000 dinars. Tourists planning trips of sixteen to thirty days would pay 20,000 dinars. These revised fees specifically apply to visas on arrival for foreign tourists choosing southern Algeria as their destination, while other provisions of Article 137, such as the 1,000-dinar transit visa for one day, remain unchanged.

The revision of these tariffs is part of a broader governmental strategy to boost tourist numbers in Algeria's Saharan regions. The existing visa-on-arrival system for the Algerian South has already attracted a considerable number of visitors, with the Ministry of Tourism reporting nearly 39,000 tourists from 120 nationalities utilizing this procedure by July 2026 since its inception. The proposed tariffs are subject to the adoption of the PLF 2027 and the subsequent entry into force of its provisions, reflecting a continued effort to enhance the country's tourism appeal.
