Minister Benmouloud Presents Algeria’s Digital Sovereignty Efforts

Minister Meriem Benmouloud, Algeria's High Commissioner for Digitalization, represented the nation at the Global Digitization Forum held in Moscow from October 8 to 10. Dispatched by President Abdelmadjid Tebboune, Ms. Benmouloud's participation underscored Algeria's commitment to advancing its digital agenda on the international stage. She presented the country's specific experience in building digital sovereignty and highlighted its structural achievements in digital transformation.
During the forum, Ms. Benmouloud engaged in two prominent high-level public sessions. On October 8, she contributed to discussions on "AI Race: One Set of Rules or Multiple Sets?", exploring international experiences in AI governance and the complexities of harmonizing regulatory frameworks amidst diverse national and international approaches. The following day, she participated in the session "Digital Sovereignty: From a Resource to an Export Asset," where she outlined the fundamental pillars supporting Algeria's national efforts to establish robust digital sovereignty. These sessions saw participation from ministers, officials, and experts from Asian, European, and African nations, along with UN experts and academics, fostering a global exchange of views on international cooperation in AI governance.
On the margins of the forum, the Minister conducted a high-level meeting with Amandeep Singh Gill, the UN Assistant Secretary-General and Special Envoy for Digital Technology. Their discussions focused on Algeria's journey in digital transformation, its structural accomplishments, and national initiatives aimed at contributing to the Sustainable Development Goals. Algeria's involvement at the forum reflects its ongoing efforts to keep pace with global technological transformations and to amplify its presence in international discussions concerning artificial intelligence governance and digital sovereignty, particularly as a founding member of the International Organization for Cooperation in Artificial Intelligence (WAICO). This aligns directly with the objectives of Algeria's national digital transformation strategy.
