AADL 3 Housing Program Prioritizes Algerian Residents

Algeria's AADL 3 rental-sale housing program has commenced with significant interest, attracting nearly 1.5 million registered candidates by July 2024. The Minister of Housing, Urbanism, City, and Spatial Planning, Mohamed Tarek Belaribi, announced the launch of 200,000 housing units under this initiative, with an additional 300,000 units subsequently promised.

However, the AADL 3 program is exclusively available to Algerian citizens residing within Algeria. This is primarily due to the requirement for an active Algerian social security number, a condition that Algerians living abroad typically cannot meet as they are not employed in Algeria, according to explanations provided by Immo Lamacta.

Despite this, Algerians in the diaspora are not excluded from all housing programs. They can benefit from two alternative schemes designed to facilitate property acquisition in Algeria. The first is the Logement Public Promotionnel (LPP) program, which is open to Algerians living abroad whose incomes range from 6 to 30 times the national minimum guaranteed wage (SNMG), as indicated by the Housing Minister in response to a parliamentary inquiry from a diaspora representative last December.

Additionally, the Logement Promotionnel Libre (LPL) program is available to all Algerian citizens, regardless of their place of residence, and does not impose any income ceiling. The National Real Estate Promotion Company (ENPI) initiated registrations for LPL properties specifically for Algerians abroad in March, offering another avenue for property ownership.
