Energy Interests Secured by Algerian Army in Niger

On October 25, 2026, both chambers of the Algerian Parliament approved the deployment of units from the National Popular Army (ANP) to Niger. The Council of the Nation, the upper house, adopted the presidential notification unanimously, while the National People's Assembly approved it by an absolute majority. This decision, made within the framework of Article 91 of the Constitution, authorizes a military projection abroad. Less than 24 hours after this parliamentary approval, President Abdelmadjid Tebboune decided to dispatch the army units.
This deployment is primarily intended to protect Algerian energy interests, marking a strategic inflection for Algiers. The national hydrocarbons company, Sonatrach, through its subsidiary Sonatrach International Petroleum Exploration & Production Corporation (SIPEX), is actively exploring the Kafra oil block in Niger's Agadez region, situated near the Algerian border. Furthermore, Niger is an integral link in the Trans-Saharan Gas Pipeline project, designed to connect Nigeria to Algeria, underscoring the vital economic infrastructure at stake in the region.
Beyond economic protection, the move signifies Algeria's intent to more directly influence the security balances in the Sahel. The instability in the region affects cross-border flows, economic interests, and Algeria's southern strategic depth. While the operational details, such as the exact location of forces, numbers involved, and mission duration, are yet to be fully specified, the decision aligns with a 2020 constitutional revision permitting external military engagement under parliamentary oversight. This proactive posture combines bilateral military cooperation with the defense of strategic interests, aiming to stabilize the broader Saharo-Sahelian space and support Nigerien capabilities.
