New Finance Bill Drives Growth, Integrates Parallel Economy

The 2027 Finance Bill, recently presented by Finance Minister Mohamed Lamine Lebbou to the National People's Assembly's Finance and Budget Committee, is anticipated by economic experts to initiate a new phase in Algeria's economic development. The bill aims to reinforce productive investment and improve citizens' living conditions, notably through the inclusion of planned wage increases.

The legislative proposal reflects an ambition to sustain the economy's dynamism, thereby mitigating the effects of fluctuating energy markets. It emphasizes a shift from merely funding expenditures to a strategy focused on financing results, where the success of public investment is measured by its capacity to generate wealth, create employment, and boost enterprise productivity. Efforts to preserve purchasing power are also central, combining targeted support with encouragement for national production, reducing unnecessary intermediation costs, refining distribution networks, and digitizing transactions to counter speculation. Economic experts note that the wage increases are expected to stimulate the domestic economic cycle by fostering consumption and invigorating commercial and service sectors, with their sustained positive effect on purchasing power contingent on price stability and the growth of national production.

A key measure within the bill is the extension of voluntary tax regularization until December 31, 2027, building on its introduction in the 2026 Finance Bill. This extension is viewed as a crucial opportunity to integrate the parallel economy, broaden the tax base, and facilitate access to bank financing for businesses. Furthermore, the bill proposes the creation of over 125,000 jobs, a step intended to support the professional integration of youth and university graduates, enhance household incomes, and boost internal consumption. Experts highlight the necessity of connecting universities with the economic environment and bolstering small and nascent enterprises to maximize the impact of these new job opportunities. Broader initiatives such as energy connection projects, the southern green hydrogen corridor, and mining developments are also underscored as vital for diversifying national growth sources.
