$28.18 Billion Allocated for Algeria’s Key Development Projects

Algeria's government has for the first time unveiled the global cost of several major structural megaprojects, allocating a substantial 3,689.93 billion DZD, equivalent to $28.18 billion, under the proposed 2027 Finance Bill. This significant investment was detailed by Finance Minister Mohamed Lamine Lebbou on October 12 during his report presentation to the National People's Assembly's finance and budget committee, highlighting the nation's commitment to substantial infrastructure and economic development.

Among the key projects included in this unprecedented financial envelope are the extensive Alger-Tamanrasset railway line, the integrated phosphate project of Blad El Hadba, and the exploitation of the Gara Djebilet iron deposit. The railway line alone represents a considerable investment of 1,910 billion DZD ($14.6 billion). The Gara Djebilet iron deposit project is budgeted at 963 billion DZD ($7.35 billion), while the Blad El Hadba integrated phosphate project accounts for 717.749 billion DZD of the total expenditure.

Further investments within this framework include 107.18 billion DZD for opening tracks and connecting essential electricity and gas infrastructure to major projects and agricultural areas across the South. For the Alger-Tamanrasset railway, 360 billion DZD of its total cost has been notified from the state budget, supplemented by 321.6 billion DZD ($2.45 billion) secured through external financing from the African Development Bank. The 2027 Finance Bill, which outlines these allocations, aims to reconcile the imperatives of supporting economic recovery with the preservation of the state's social policy, guided by principles of prudent revenue estimation, macroeconomic stability, economic diversification, and balanced public investment.
