New Digital Platform Accelerates Vehicle Card Transfers in Algeria

Algeria has implemented a new national computerized system for vehicle registration card transfers, marking a significant modernization of administrative procedures. Effective since April 2026, this reform aims to streamline the process of establishing a new registration card in the name of the vehicle's new owner, a procedure officially termed "transfer of property." The Ministry of Interior has generalized this national vehicle registration information system, following ministerial instruction n° 4224 issued on February 28, 2026.

A key aspect of this updated system is the simplification of formalities, notably the automatic generation of sales declarations. Previously requiring manual completion, these declarations are now produced by the system, reducing administrative burden. The new registration cards also incorporate a QR code connected to the national platform, which facilitates instant identification of the vehicle and its owner while simultaneously enhancing security against falsifications. This digital connectivity also enables services to issue new registration cards sometimes within fifteen minutes.

The new procedure mandates a technical inspection for every change of ownership, ensuring vehicle conformity and informing buyers about the vehicle's condition. For the transfer to be finalized on the platform, both the seller and buyer are required to present their biometric identity cards. This comprehensive overhaul reflects Algeria's commitment to improving public services and ensuring greater efficiency and security in vehicle administration for its citizens.
