SATIM Gains Visa, Mastercard Card Personalization Certification

The Société d’Automatisation des Transactions Interbancaires (SATIM) has announced its official accreditation by the international networks Visa and Mastercard. This certification marks a significant advancement for Algeria's national electronic payment systems, allowing SATIM to centralize and perform the personalization of bank cards locally, along with the secure processing of associated data. Toufik Chikaoui, Director of International Network Projects at Visa and Mastercard for SATIM, confirmed on Algerian Radio that the institution's personalization center is now officially referenced by both global payment giants. Previously, card personalization and certain operational flows relied on external providers based abroad, with transactional data processing for Algerian cardholders now fully managed within Algeria by SATIM.
This technical evolution is recognized for its direct positive impact on national digital sovereignty and the security of financial data. The local infrastructure, deployed in collaboration with public pilot banks including Crédit Populaire d’Algérie (CPA) for the Visa network and Banque de Développement Local (BDL) for Mastercard, is expected to resolve previous issues concerning card delivery delays and availability. While external processing previously imposed manufacturing times of two to three weeks, national production and personalization are projected to reduce this timeframe to approximately 48 hours, according to the SATIM representative. This shift is also poised to improve the logistical standards of the banking sector.
The operational transition occurs amid high demand for international payment cards, stimulated by the widespread use of tourist allowances via these payment methods. In response to global supply tensions for critical components such as microprocessors and electronic chips, public banks have opted to centralize their orders through SATIM. This mutualization strategy not only optimizes logistics costs and mitigates tariff impacts for users but also ensures the maintenance of sufficient stock volumes to meet national market demand, contributing to the stability and efficiency of Algeria’s financial services.
