Competence-Based Approach Transforms Algeria’s Training Sector

Algeria's professional training institutions are preparing to welcome over 400,000 trainees and apprentices for the October 2026 session, marking a significant expansion of the sector. This intake is distinguished by the introduction of 23 new specialties, strategically covering vital sectors such as renewable energy, cybersecurity, environment, quality, Industry 4.0, web development, and artificial intelligence, alongside other fields responsive to current economic transformations and business requirements. This initiative signals a strategic shift towards a competence-based and digitalized approach to professional training across more than 1,100 institutions nationwide.

The current session is characterized by the adoption of the National Reference Framework for Training and Competencies (RNFC) and a comprehensive digitalization of registration and follow-up processes. This transformation redefines how training offerings are developed and updated, moving from a national nomenclature of specialties to a framework rooted in labor market competencies. The new strategy emphasizes closer collaboration with employment and investment bodies, including the National Employment Agency (ANEM), to gather data on market needs and adapt specialties accordingly. Additionally, the introduction of the English language is being expanded in several technical specialties, responding directly to demands from economic enterprises.

Further enhancing its digital infrastructure, the sector has integrated two new platforms, "Takwin" and "Tamhin," into the national government digital services portal, "Dzair Digital Services." The "Takwin" platform enables trainees to register via personal accounts and explore available specialties at both local and national levels. Concurrently, "Tamhin" strengthens the connection between training institutions and the economic sector by allowing companies to articulate their specific needs for specialties and trainee numbers. This integration facilitates the involvement of economic entities in the training process from its initial stages, particularly through practical training, work-study programs, and company internships.

Other developments for the October 2026 session include the establishment of a specialized cinematography institute, developed in partnership with the Ministry of Culture and Arts, aimed at providing expert training in cinema-related professions. The sector also records 17 centers of excellence, with plans for 25 new technical laboratories to be created across the country, tailored to regional economic and industrial landscapes. Material and human resources, including transport, catering, and accommodation, have been allocated to ensure the smooth operation of these professional training and education establishments.
