Phosphate, Agriculture Projects Enhance Algerian Resilience

Algeria's ongoing mega-projects, particularly in the agricultural and fertilizer production sectors, have acquired increased strategic importance in light of current global tensions. These developments are seen as critical for economic stability and export security, responding to international challenges in key trade passages such as the Strait of Hormuz, the Red Sea, and the Black Sea. Disruptions in these areas, which collectively handle significant portions of global hydrocarbon, general trade, and wheat shipments, threaten global inflation and potential shortages of basic foodstuffs. Algeria, which imports soft wheat from the Black Sea region and fertilizers and plastics from the Gulf, has proactively developed strategic sectors to mitigate these global impacts.

In response to these vulnerabilities, Algeria has focused on developing its agricultural and agro-food industries. President Abdelmadjid Tebboune has set objectives to eliminate hard wheat imports immediately and significantly reduce overall cereal imports over time, aiming to produce a substantial portion of local consumption. Efforts include prioritizing Saharan cereal farming, supported by international partnerships such as a 400-million-euro project with Italian firm BF on 36,000 hectares in Timimoun for diverse crop production. Concurrently, the country is implementing a vast program to construct 30 mega-silos and 350 local storage centers, collectively capable of storing 9 million tonnes of cereals. Additionally, a significant project with Qatar's Baladna is underway in the south for powdered milk production, involving a dairy mega-farm with 270,000 cows and a factory with a capacity of 193,000 tonnes annually.

A core component of Algeria's comprehensive strategy is the exploitation of its phosphate resources for fertilizer production. This involves an integrated project at the Tébessa deposit, encompassing the construction of a processing plant for various fertilizer types, a new mining railway, and the expansion of Annaba port with a dedicated mining quay. These ongoing initiatives are designed to safeguard Algeria from the volatility impacting global food and strategic product markets. By anticipating and investing in these critical areas, Algeria aims to further insulate itself from the risks associated with simultaneous pressures on multiple international trade routes and products, building upon its existing energy security.
