UN Report Undercuts Moroccan Western Sahara Narrative

UN Secretary-General António Guterres' latest report on Western Sahara, dated October 1, 2026, has challenged the Moroccan narrative concerning the territory's future. The report's revelations contradict Rabat's public assertions, notably by not consecrating Morocco's autonomy proposal as the sole resolution. Crucially, the document explicitly maintains the thesis of the Sahrawi people's right to self-determination, an outcome Morocco and its media outlets had claimed was no longer a possibility.

Furthermore, the UN Secretary-General's report indicates that UN Security Council Resolution 2797, previously cited by Morocco as a definitive victory, serves merely as "a basis" for discussions. This phrasing leaves open the consideration of other ideas, proposals, and formulas in future negotiations. During various negotiation rounds held with the Polisario Front under the auspices of the United States and the United Nations, the Moroccan delegation reportedly expressed a willingness to collaborate with the Polisario in negotiating and implementing a mutually acceptable solution, to be jointly developed and assumed by both parties. This approach significantly nuances Morocco's public discourse, which often presents its 2007 autonomy initiative as a non-negotiable formula.

The report's content aligns with other recent diplomatic developments that have underscored Algeria's principled and constructive role in the Western Sahara issue. Massad Boulos, a senior advisor for Africa and the Middle East, publicly congratulated Algeria for its positive role, directly contradicting Moroccan accusations that Algeria impedes a solution. Additionally, a meeting between the United States Permanent Representative to the United Nations, Mike Waltz, and a delegation from the Polisario Front further undermined Moroccan efforts to discredit the legitimate representative of the Sahrawi people. These instances collectively highlight the divergence between Moroccan propaganda and the prevailing reality in international diplomacy concerning Western Sahara.
