Algeria Revamps Express Mail: New Rules for Faster, Safer Delivery

Algeria is set to overhaul its express mail services with the introduction of a new regulatory framework. The Ministry of Post and Telecommunications has finalized a comprehensive set of regulations, known as “Conditions Book,” designed to streamline operations, enhance transparency, and boost customer protection within the rapidly growing express delivery sector. This initiative signals a significant step towards modernizing postal services and fostering a more reliable and efficient delivery experience for Algerian citizens.

The new framework, soon to be officially unveiled by the Postal and Electronic Communications Regulatory Authority, marks a departure from the previous licensing system. Previously, the relationship between operators and the regulatory authority was largely limited to issuing licenses, lacking clear definitions of professional obligations towards customers. The “Conditions Book” aims to rectify this by establishing clear standards and responsibilities for all express mail service providers.

A key focus of the new regulations is increased transparency and accountability. Postal companies will be required to adopt a distinct brand identity, including a clearly displayed name and logo on packages and vehicles. Furthermore, employees will be required to wear standardized uniforms, projecting a professional image. Prominent signage at service locations will also be mandatory, facilitating easier communication between businesses and their clientele.

Customer protection is another cornerstone of the reform. The regulations emphasize the confidentiality and security of mail, mandating strict adherence to personal data protection laws, specifically Law 18-07. Any unauthorized use of postal information will be strictly prohibited. To improve customer experience, the new framework mandates the implementation of electronic tracking systems. Customers will be able to monitor the progress of their packages online, at any time. Service fees and conditions must be clearly displayed at all locations and on company websites. A robust complaint mechanism will be established, requiring prompt and effective resolution of customer grievances, with fair compensation provided in cases of loss or damage.

Embracing digital transformation is another priority. The new regulations require express mail providers to offer at least one form of electronic payment, such as payment terminals or QR codes. This initiative promotes digital payments and reduces reliance on cash transactions within the sector. The new regulations also address subcontracting arrangements, requiring operators to notify the regulatory authority of all collaborations and partnerships. The same legal rules will apply to all parties involved, ensuring fair and transparent competition.

The Ministry of Post emphasizes that this reform reflects a strong commitment to regulating the express mail market, creating a responsible professional environment that protects consumers and supports legitimate businesses. This initiative represents a significant step toward providing higher-quality, more innovative postal services that meet the expectations of Algerian citizens and enhance trust in national institutions. The changes promise a more reliable, transparent, and technologically advanced express mail system for Algeria.
