DZWatch Exclusive: Minister of State, Minister of Hydrocarbons and Mines, Mohamed Arkab, today inaugurated a forum at the Management Training School in Ben Aknoun. The event was attended by the Minister of Energy and Renewable Energies, Mourad Adjjal, the Secretary of State in charge of Mines, Karima Bekir Tafer, and a host of central and regional officials from the energy and mining sectors.
In his opening remarks, Minister Arkab emphasized that the forum serves as a platform for integration and coordination between various actors within the national energy and mining system. He stated that it reflects the state’s strategic direction towards modernizing these sectors and enhancing their performance to support sustainable development. The Minister explained that organizing this meeting stems from the recent government reshuffle on September 14th, aimed at improving the handling of activities related to energy and mining through a more effective structure tailored to each sector’s specific characteristics.
Arkab further indicated that new regulatory texts will soon be published to clarify tasks and strengthen integration between central and local bodies and public institutions. The new organization of the Ministry of Hydrocarbons and Mines is based on the principle of specialization and efficiency, particularly in the hydrocarbons sector, which requires high expertise to keep pace with global changes in oil and gas markets, in addition to enhancing refining, petrochemicals, and logistics.
The Minister also noted that the mining sector is experiencing a qualitative renaissance that requires specialized governance to ensure attracting investments, developing sustainable resource exploitation, and strengthening Algeria’s integration into global value chains for strategic raw materials. Arkab emphasized the importance of the Wilaya (regional) Directorates of Energy and Mines as the cornerstone for implementing public policies and ensuring the application of legislation in the areas of storage, distribution, industrial safety, and mining projects.
Minister Arkab praised the dedication of field workers, affirming that their commitment and competence constitute the sector’s capital and the engine of its true success. He reviewed the achievements made by the hydrocarbons sector in exploration, production, and transformation, commending the wise policy of President Abdelmadjid Tebboune, who has made energy security and sovereignty over national resources a strategic priority. He also stressed encouraging investment, localizing technology, developing local industry for oil equipment and supplies, and strengthening national and international partnerships, while focusing on the role of digitization in improving governance and enhancing transparency.
