Algeria Halts Culling of Stray Animals Nationwide

Algiers – The Ministry of Agriculture, Rural Development, and Fisheries has announced an immediate and permanent halt to all campaigns targeting stray animals for culling across Algerian municipalities.

The ministry stated that this decision falls within its legal mandate and direct responsibility for animal health and welfare, in accordance with existing laws and regulations. Previous methods involving mass culling have proven ineffective in controlling stray animal populations and can create ecological imbalances, potentially leading to an increase in rodents and other pests.

Reports have indicated the continuation of indiscriminate killings of stray dogs and cats in some municipalities, employing firearms, poisons, or blunt force, without coordination with veterinary services. The Ministry condemns these practices, stating they tarnish Algeria’s international image, contradict humanitarian and religious values, and are environmentally unsound.

The new approach will adhere to modern international standards, focusing on sterilizing stray animals and returning them to their natural habitats to gradually reduce their numbers. The initiative includes widespread vaccination campaigns against rabies to protect public health, the establishment of temporary shelters under veterinary supervision, and the promotion of animal adoption.

Furthermore, the strategy incorporates public awareness programs promoting responsible pet ownership to prevent abandonment. The Ministry reiterated that it is the sole legal authority for taking action regarding stray animals, emphasizing the necessity of prior and mandatory coordination with its veterinary services before any action is taken.

Urgent instructions have been issued to cease all brutal culling campaigns, with municipal leaders required to fully cooperate with the Ministry to implement sterilization and vaccination programs, ensuring the provision of necessary resources. Any action outside this framework is a violation of the law and may subject offenders to legal repercussions. The Ministry affirmed its commitment to a scientific, humane, and healthy approach that safeguards animal rights, protects citizens, and preserves Algeria’s reputation.
