Algiers – Prime Minister of Vietnam, Pham Minh Chinh, received Minister of State, Minister of Hydrocarbons and Mines, Mohamed Arkab, in Algiers on Thursday, November 20, 2025. This official visit underscores a renewed dynamic in cooperative relations between Algeria and Vietnam.
The discussions, attended by senior officials from both countries’ energy sectors, including Sonatrach CEO Noureddine Daoudi and National Agency for Hydrocarbon Resources Valorization President Samir Bakhti, highlighted the deep historical ties between Algeria and Vietnam. Both sides emphasized their shared legacy of struggle and the strong political will of their leaderships to elevate bilateral cooperation to a comprehensive strategic partnership.
During the meeting, Minister Arkab presented a detailed overview of Algeria’s hydrocarbon and mining sector development program. He emphasized recent reforms designed to create a more attractive investment climate, particularly in exploration, production, petrochemicals, and processing industries. He also highlighted the promising opportunities within the mining sector.
Both parties welcomed the adoption of the declaration establishing a strategic partnership and the signing of a new Memorandum of Understanding between Sonatrach and PetroVietnam. This MoU outlines an expanded framework for cooperation in several key areas, including exploration and production projects both domestically and internationally, refinery and petrochemical development, feasibility studies for supplying the Vietnamese market with LNG and LPG, collaboration in renewable energy and green hydrogen, training and technology transfer, low-carbon innovation, and energy infrastructure development.
The meeting also addressed the outcomes of the 13th session of the Algerian-Vietnamese Joint Committee. This session demonstrated broad consensus on expanding cooperation in exploration and production, refinery development, and the exchange of oil and gas products. Joint projects in industrial digitalization, research and development, and enhanced training programs were also discussed. This partnership signifies a new era of collaboration between the two nations in the crucial energy sector.
