Luanda Summit Reaffirms Commitment to Self-Determination, Peaceful Conflict Resolution

The final declaration of the 7th European Union – African Union Summit, held in Luanda, Angola, on November 24th and 25th, has underscored a renewed commitment to the right of peoples to self-determination. The summit participants also reaffirmed the importance of resolving conflicts through peaceful means, with full respect for territorial integrity, sovereignty, freedom of the press, and human rights.

The declaration emphasized the significance of supporting fundamental freedoms and bolstering efforts to combat all forms of discrimination, exclusion, and violence. It also highlighted the need for the implementation of existing commitments and enhanced participation in issues related to women, youth, peace, security, children, and armed conflict.

Summit participants reiterated their dedication to the joint vision for 2030, as outlined in the 6th EU-AU Summit. They affirmed their unwavering commitment to a rules-based international order, including the United Nations Charter, the Universal Declaration of Human Rights, and international humanitarian law.

The declaration called for the reform of international institutions to collectively address global, regional, and national challenges. It emphasized adherence to the rules and principles of the UN Charter, including the principles of sovereignty and territorial integrity, which are deemed non-negotiable.

Participants expressed grave concern over escalating humanitarian challenges, particularly the increasing violations of international humanitarian law, attacks on civilians and humanitarian workers, and diminishing access to humanitarian aid. They reaffirmed their shared commitment to assisting those in need of international protection and those fleeing conflict and persecution.

The summit participants condemned the devastating consequences of conflict on civilian populations, including children, the elderly, persons with disabilities, minorities, and indigenous peoples. They pledged their support for African humanitarian organizations and reaffirmed their priority to strengthening protection systems for refugees, migrants, internally displaced persons, and host communities. The summit emphasized finding sustainable solutions based on the principle of burden and responsibility sharing.
