Algeria, Saudi Arabia Discuss Energy Investments in Illizi Basin

Algiers – Algerian and Saudi officials met to discuss advancing exploration and investment projects in the Illizi Basin, a key hydrocarbon region in Algeria. The meeting underscores the growing energy cooperation between the two nations.

Minister of State, Minister of Hydrocarbons and Mines, Mohamed Arkab, received Sheikh Abd El-Ilah bin Muhammad bin Abdullah Al-Aiban, CEO of MIDAD Energy – North Africa, at the ministry headquarters on Sunday, November 30, 2025. The meeting was also attended by the CEO of Sonatrach, Nordine Daoudi, and other sector executives.

The discussions focused on evaluating the existing partnership between Algeria and Saudi Arabia in the energy sector, particularly following the signing of a production-sharing agreement between Sonatrach and MIDAD Energy. This agreement pertains to hydrocarbon exploration and exploitation in the “Illizi South” contractual area within the Illizi Basin.

Both parties reviewed the progress of technical and administrative consultations related to the agreement’s implementation within the agreed timeframe. They emphasized the importance of establishing a joint roadmap to ensure the smooth commencement of field operations in accordance with established standards.

The meeting also explored new partnership opportunities across the entire oil and gas production chain, including strategic projects, knowledge exchange, and the transfer of modern technologies for human resource development.

Minister Arkab lauded the strong Algerian-Saudi relations and the significant progress in energy cooperation between the two countries. He stated that the current partnerships embody a shared economic vision based on mutual benefit and enhanced investment.

Sheikh Abd El-Ilah Al-Aiban expressed MIDAD Energy’s interest in expanding its presence in the Algerian market. He affirmed the company’s commitment to accelerating joint projects with Sonatrach and investing in advanced technological solutions that contribute to increased efficiency in exploration and production operations within Algeria and beyond.

The “Illizi South” contract, signed last October under Hydrocarbons Law 19-13, extends for 30 years with the possibility of renewal. MIDAD Energy will undertake investments exceeding $5.4 billion, making it one of the most significant projects in the region.
