Algeria and DRC Forge Strategic Hydrocarbon Partnership for African Energy Advancement

Algeria and the Democratic Republic of Congo (DRC) have elevated their energy cooperation to a strategic partnership, signing a significant agreement to bolster collaboration across the entire hydrocarbon value chain. This pivotal development occurred during the working visit of the Congolese Minister of Hydrocarbons, Ms. Acacia Bandubola Mbongo, to Algiers, at the invitation of Algerian Minister of State, Minister of Hydrocarbons, Mr. Mohamed Arkab.

The comprehensive agreement encompasses exploration, production, refining, technological transfer, infrastructure development, and specialized training. It also aims to contribute significantly to the energy integration of the African continent, underscoring a shared vision to harness the hydrocarbon sector as a driver for economic development and energy sovereignty.

High-level discussions were held at the Ministry of Hydrocarbons, attended by key figures including the DRC Ambassador to Algeria, the CEO of Sonatrach, and heads of Algeria's hydrocarbon regulatory and resource valorization agencies. The talks focused on strengthening bilateral relations, identifying mechanisms for enhanced cooperation, and confirming a mutual understanding of the hydrocarbon sector's crucial role in economic growth. Both nations reaffirmed their historical ties and commitment to a lasting partnership built on complementarity and shared expertise.

The collaboration extends to numerous opportunities within the oil and gas industry, including joint projects in exploration and production, field development, refining, and petrochemicals. Cooperation also targets gas industry development, hydrocarbon transportation, specialized oilfield services, energy engineering, and logistics. Both countries expressed keen interest in developing and rehabilitating energy infrastructure, such as refineries and pipeline networks.

Algeria, through Sonatrach and its national institutions, will share its extensive experience in research, exploration, production, transport, and processing of hydrocarbons. The nation has pledged support to the DRC in modernizing its energy industry, leveraging decades of accumulated national expertise.

A significant aspect of the agreement places human capital development at the core of the partnership. Both sides emphasized the strategic importance of training and capacity building for sustainable development and project success. This will involve specialized training programs, exchange of experts, and knowledge transfer. The Algerian Petroleum Institute is set to play a key role in qualifying personnel for the oil and gas industry.

The new agreement establishes a permanent institutional framework to promote bilateral cooperation, fostering exchanges of expertise and technical knowledge. It encourages partnerships between public bodies, specialized institutions, and national enterprises, covering areas from exploration to the commercialization of oil and liquefied petroleum gas (LPG), as well as oil services and logistics.

Looking towards the future, Algeria and the DRC are committed to integrating emerging technologies such as digitalization, innovation, scientific research, and artificial intelligence into their energy strategies. This forward-thinking approach aims to optimize operations, enhance performance, and boost competitiveness in the global energy market.

Furthermore, the two nations acknowledged the importance of continental energy cooperation, commending the coordination within the African Petroleum Producers' Organization (APPO). They reiterated their commitment to joint efforts in developing African energy projects and strengthening the continent's energy security and regional integration.

This convergence of vision highlights the shared ambition of Algeria and the DRC to play an active role in building a more integrated, resilient, and self-sufficient energy landscape for Africa, capable of meeting the continent's development needs.
