Algeria and DRC Forge Strategic Energy Partnership to Boost African Development

Algeria and the Democratic Republic of Congo (DRC) have elevated their energy partnership with the signing of a strategic cooperation agreement. This landmark accord, solidified during the visit of the Congolese Minister of Hydrocarbons, Acacia Bandubola Mbongo, to Algiers, aims to bolster collaboration across the entire hydrocarbon value chain.

The visit, initiated at the invitation of Algerian Minister of State, Minister of Hydrocarbons, Mohamed Arkab, underscores a shared commitment from Algiers and Kinshasa to transform their energy relationship into a strategic alliance, marked by tangible projects throughout the oil and gas industry.

A pivotal moment during the visit was the high-level meeting between Minister Arkab and Minister Mbongo at the Ministry of Hydrocarbons. The discussions, attended by the DRC's Ambassador to Algeria, the CEO of Sonatrach, Noureddine Daoudi, and heads of regulatory and resource management agencies, delved into bilateral energy relations and strategies for enhanced cooperation. Both nations expressed a strong alignment of views on the critical role of hydrocarbons in driving economic development, creating value, and strengthening energy sovereignty.

The newly signed agreement opens avenues for joint ventures in hydrocarbon exploration and production, oil and gas field development, refining, and petrochemicals, as well as the marketing and distribution of petroleum products. Cooperation is also set to extend to gas industry development, hydrocarbon transportation, specialized oilfield services, energy engineering, and logistical support. Significant focus has been placed on energy infrastructure, including the construction and refurbishment of refineries, and the expansion of oil and gas facilities and pipeline networks.

Minister Arkab highlighted Algeria's extensive experience through Sonatrach and its national institutions in research, exploration, production, transportation, and hydrocarbon processing. He affirmed Algeria's readiness to support the DRC's efforts in modernizing its energy sector by leveraging decades of accumulated national expertise.

Beyond industrial and technical aspects, the partnership places a strong emphasis on human capital development. Both Algerian and Congolese officials recognized the strategic importance of nurturing human resources as a cornerstone of sustainable development and successful energy projects. This includes specialized training programs, the exchange of experts and skills, and knowledge transfer mechanisms. Delegations from the DRC are scheduled to visit Algerian training institutes, such as the Algerian Petroleum Institute, to gain insights into Algeria's successful human resource qualification strategies for the oil and gas sector.

The agreement establishes a permanent institutional framework to promote and structure bilateral cooperation in hydrocarbons. It facilitates the exchange of expertise, technical knowledge, and best practices, fostering partnerships between public bodies, specialized institutions, and national enterprises. The scope includes exploration, production, petrochemicals, refining, liquefied petroleum gas (LPG) marketing, oilfield services, and logistics, alongside joint projects in storage, technical inspection, regulation, and geological data management.

Addressing the evolving global energy landscape, Algeria and the DRC have committed to expanding cooperation into emerging high-value areas, including digitalization, technological innovation, scientific research, and artificial intelligence for optimizing industrial operations and enhancing sector competitiveness. Both nations aim to integrate modern technologies into their energy development strategies to navigate the complexities of the global market.

Furthermore, the discussions affirmed a shared vision for continental energy cooperation. Both countries lauded the coordination within the African Petroleum Producers' Organization (APPO) and reiterated their commitment to joint initiatives promoting African energy projects, enhancing continental energy security, fostering regional integration, and supporting sustainable development goals. This convergence reflects a mutual ambition to contribute actively to a more integrated, resilient, and development-focused African energy landscape. Consequently, officials have agreed to intensify consultations to expedite the implementation of identified projects.
